Functions
The General Secretariat for Digital Health, Information, and Innovation of the National Health System is the department's governing body responsible for addressing modernization, innovation, improvement, and transformation projects of the National Health System in light of the new challenges arising from the COVID-19 pandemic, particularly those related to digital health and ÐãÐãÖ±²¥ systems. It is also responsible for activities aimed at translating innovation and research advances into the National Health System, without prejudice to the competencies attributed to the Ministry of Science and Innovation and the autonomous communities.
It is also responsible for the development of ÐãÐãÖ±²¥ systems, ÐãÐãÖ±²¥ management, identification of the protected population, and access to clinical and therapeutic ÐãÐãÖ±²¥.
It is also responsible for the control of health ÐãÐãÖ±²¥ within the department's competencies.
Academic Background
- Degree in Computer Science (Polytechnic University of Madrid), 1992.
- Master's in Information Systems and Communications Technology Management (Knowledge Engineering), Polytechnic University of Madrid, 1998.
- Senior Management Program (PAD): Public Policies, National Institute of Public Administration.
- Member of the Senior Corps of Information Systems and Technologies of the General State Administration.

- Director General of Digital Health and Information Systems for the National Health System from August 2020 to August 31, 2021.
- Deputy Director General of Information Technologies at the Ministry of Health from 2011 to August 2020.
- Deputy Director General of Information Technologies at the Ministry of Health from 2002 to 2011.
- He has held various positions related to ÐãÐãÖ±²¥ and communication technologies at the Ministry of Defense, Spanish Data Protection Agency, and Ministry of Public Administrations.
